The latent fingerprint identification system has helped prosecutors and law enforcement teams solve more than 4,000 crimes for which there were no suspects--only a leftover fingerprint at the crime scene that could be scanned into the system. The system went online in 1989 and has more than 1.4 million fingerprint records of criminals in its database. Before the latent system was developed, the only way to compare prints was to call in fingerprint experts, which was done in only a handful of cases.

The Integrated Automated Fingerprint Identification System, or IAFIS, is a national fingerprint and criminal history system that responds to requests 24 hours a day, 365 days a year to help our local, state, and federal partners—and our own investigators—solve and prevent crime and catch criminals and terrorists. IAFIS provides automated fingerprint search capabilities, latent search capability, electronic image storage, and electronic exchange of fingerprints and responses.
What is included in IAFIS: Not only fingerprints, but corresponding criminal histories; mug shots; scars and tattoo photos; physical characteristics like height, weight, and hair and eye color; and aliases. The system also includes civil fingerprints, mostly of individuals who have served or are serving in the U.S. military or have been or are employed by the federal government. The fingerprints and criminal history information are submitted voluntarily by state, local, and federal law enforcement agencies.

That we implement the National Fingerprint Database; thus finger printing all new born babies and any others that have not already been added to the fingerprint database. The FBI will be the agency in charge of the National Fingerprint Database because they already have a fingerprint database, we are just enlarging it to the national level including everyone. If this law passes then it will take effect on january 1st, 2012. It will cost approximently half a million dollars.

V. I (we) think this solution will work because: (You must use factual information to prove your solution will work)

It will increase the number of crimes solved in the United States, because due to the FBI's IAFIS (Integrated automated Fingerprint Identification System) the number of crimes solved has already gone up. Also by applying it to the national scale and including everyone it will only make it even simpler to solve crimes and make this world a slightly safer place.
